I just recently (1 month ago) got the registration papers for The Underdog signed, and sent into the Norwegian Traffic services offices (Statens Vegvesen).
Now they are harassing me with papers stating I need to pay insurance before registration can take place.
They obviously think the scooter still got its license plates... I ignored the first warning, as it stated "if the vehicle is already reregistrated or disregistrated, you can disregard this mail". Obviously not a good move, I need to get in contact with them to sort this out. Better bring photoevidence of the current, non-working status of the scooter... ;-)
